No office assistant tab under tools for auto repsonse

I cannot enable auto response for when I am out of the office. The help
button directs me to click on the "Office Assistant" tab under "Tools", but
it does not exist on my program. I am using Microsoft Outlook 2000-SP3.
 
Out of office response is only available from an exchange server. If you
want to do it on an individual basis you can create a rule or do it from the
web using your ISP.
