No Maximise Minimise

No Maximise Minimise on the sheets within Excel. However
Excel has them.

The sheet also has scroll bars.

is this a setting somewhere?
 
It sounds like the workbook is protected.

Tools|protection|unprotect workbook
(you may need a password)
