No mail server in IE mail group program

I have no outlook express (or any other) mail servers in
IE>tools>Options>programs>Mail. The space is blank but i
can access OE through the start menu, no problems. How do
i get IE to recognize OE as the default mail server?

oops, OE shows up now as the default mail server but will
not come up when initiated in IE. ?????
