no longer prompted for Offline working when starting Outlook2003

Until recently I was prompted on startup to work online or offline. My
settings have not changed(Still Manually select). I am working in cached mode
over a VPN. XP pro SP2. Now when I start Outlook it attempts to connect and
the selection dialog box does not appear.
 
Is outlook.exe kept running in the background by a third party add-in, such
as PDA sync software or fax software? Task manager should tell you this - if
you find it & end it (all occurences), then restart Outlook, do you get
prompted?
 
Thanks. I have checked and Task Manager shows no application held open after
Outlook is closed down. Or is it a Process? if so do you know the name?

I ttried that already. Thanks to an earlier comment of yours I think I have
found the problem. In case anyone else has the same problem here it is. It
was caused by the programme 'Copernic desktop search' I uninstalled that and
all is back to normal. Thanks for your help.
