Can anyone tell me how a user with an Limited Account
under Win XP Home would now not have access to the
internet. Internet Explorer just flashes on then off. But
if I give that account Administrator privledges then it
works fine.

Creating a new Limited account results in the same thing.

Any ideas?

I am trying to get an internet connection for my guest
account in XP. I am told that I cannot set up a new
connection without having administrator privileges. I
can't change the guest account to an administrator,
though (why is that?), and so how do I set up a new
internet connection within the guest account window?

Don't use the quest account. Create a new user account for your user.
Obviously, you won't be able to make Guest an Administrator - just think
about it!

Limited users should be able to use any existing Internet connection,
like a broadband or dialed-up connection. They can't initiate or
terminate active connections.

However, you have to give all users access to any connectoids you
create. If they don't have permission, you have to logon to the account
that has permission (admin account) and give permission, or you have to
create another dial-up connectoid for that limited user.
