no help or support

I have just upgraded to XP from 98,
I was trying to install the windows media player, and a message came up my
system restore needed to be turned on. It said go to help and support to do
this.
I click on help and supportand get this

windows cannot find 'helpctr.exe' make sure you typed the name correctly
and then try again.
 
Go to control panel---administrative tools---services --scroll down to help
and support and start or restart it.
 
I am also having the help and support problem. I went to the control panel -
ad tools - services and help and support wasn't even listed. When I go into
PCHealth and find the help application and I try to run it, I get an error
that says it can't run Help and Support because the system service Help and
support isn't running. I have tried all the fixes and downloads that were
listed here and I can't seem to get my help back!! Any thoughts???
