Its most probably a program you installed which is confilcting with
everything.
Try running msconfig from start->run->msconfig
then look at startup and remove the ticks on programs which are loaded at
startup
then restart. If the problem has gone away its one of the startup programs.
Add one by one until
you find the one that causes the problem and go to add/remove programs and
remove

Yep - My version of this is choose selective startup:
unck system and Win.ini - unck start up items and then go
to the services tab and put a ck in the box at the bottom
that says "hide all ms services" In this box - if Any
thing shows up in here disable it . Apply close and
reboot and ck to see if this resolves the issue. If it
does. Restart the NON-MS services only and then reboot.
It could be just a service like your AV
software...reboot if it is still good then do as
Pantelis says but I recc. you don't do 1 and reboot - do
half the list and then reboot - that way you KNOW which
half of the list the issue is - divide and conquer!!!!!
IF AFTER SAFEMODE YOU DO THIS SELECTIVE STARTUP PROCEDURE
and the issue is there then it may be a damaged or mis-
configured MS SERVICE.In which case MSCONFIG - chose
diagnostic startup but before you reboot put a ck in
system restore service ( under the services tab) so you
do not lose your restore points. Follow the same clean
boot troubleshooting above only just concentrating on the
MS services
Now. If you find it is a service you can change the
setting from automatic start to disable / start / stop
the service - try the SFC /purgecache and then
SFC /scannow commands from the command prompt -
otherwise you may need to repair the installation.
