"No email received" rule

Greetings,

Problem:

I have an automated back up system that emails on success, but not on
failure so I was wondering:

Is there a mechanism within outlook, using rules or otherwise, to recognise
that an email from a particular recipient has not been received within a
given timeframe?

I could then use that mechanism to send the administrator an email to
highlight the backup had not been successful.

Using Outlook 2000 sp3.

It is impossible to test for the absense of an action in any sitiation. How
would Outlook know that some receipient even tried to send mail in order to
start a timer? How would Outlook know that the message isn't sitting on
some router between the sender and recipient, that router being totally
outside the control of both the sender and the recipient and their
respective ISPs? Do you intend to graft extrasensory powers into Outlook?
