No Email Alerts Outlook 2003

I am not getting new email alerts (sound, envelope,
transparent pop-up) My options in Advanced EMail Options
are all checked but still no alerts.

And I dont have Powerpoint open (I read that alerts will
not work if Powerpoint is open.)

Any suggestions would be appreciated. Thanks.
 
Are the new e-mails delivered to the main Inbox (under Outlook Today) or to
another (sub)folder by means of rules?
