no dial tone when starting fax and no ringing when receiving

my fax function works fine both sending and receiving.... however, there is no dial tone when fax option is turned on nor does the unit ring prior to receiving.... it is a hp psc 2200 series all-in-one unit.... i have tryed everything... please help...
 
You are aware that this is third party software not supported in this group?
