No Dial Tone / No Port

XP suddenly can't detect a dial tone on my phone lines
when using the modem built into my Toshiba Laptop. Other
computers plugged into same jack have no problem and the
laptop when moved elsewhere still can't find a dial tone.

When I check Devices, there's no port listed for the COM3
modem. When I run diagnostics on the modem, it says
everything's fine. What's going on and how do I get my
dial tone back?

Can you use a Restore point to get back to a time before this problem
began?
