No Command Prompt

I am running xp pro on a dell inspiron 1100. Neither Notepad nor Command
Prompt is available from the Accessories menu. The hyperlink to Command
Prompt from xp help does not work either.
Help appreciated.

If you can run your notepad and cmd from the Start -> Run then just create
the shortcut back in your Accessories.

Recreate the shortcut from %SystemRoot%\system32\cmd.exe

or Start>Run, type in cmd
