no "bluetooth devices" link

I have tried looking for the "bluetooth devices" section on the control panel
but it is not there. I have windows XP SP2 already downloaded. I have
followed the troubleshooting steps on how to go to "bluetooth devices" in
order to install a device but its simply not there. It says that it should
be, but its not. It seems like I've tried everything to find that little
section titled "bluetooth devices". Any help would be much appreciated!

My first thought would be to check that your computer actually has a
bluetooth unit onboard and working correctly.
