no administrative tools

I've been having difficulty with the messenger service
ads and I heard that if you go into admin tools theres a
way to turn this option off. I have no admin tools is
there a reason for this, could they be somewhere else,
if not how do I get them back???
 
You can disable the Messenger Service in Windows XP. However, when
you disable the messenger service, it is no longer available for receiving
legitimate messages, such as administrative alerts and notifications
from antivirus programs or firewall failures and others.
