no admin account in safe mode

When I boot in safe mode I go strait to the windows screen without going
through the logon screen. In there I have no icon the start menu doesn't show
up. The only program I can run is task manager. In task manager no user are
shown in the user tab. If I use the switch user from the shutdown tab nothing
happen.

From the task manager I can only run a few program like msconfig but deny me
access to regedit or control panel.

Please help
 
Something to try.

In task manager click on file/new task
Type in control userpasswords2 and click ok.
Make sure the box is ticked "Users must enter a username and password to use
this computer".
Restart and test.
