No Access to the Control Panel's User Icon/Add Remove Program

Help,

I have posted this once yesterday and I had two replies. It first happened
on one system but now I have three systems with the same problem. All of the
systems are running Windows XP Home Edition SP2. What I have notice that all
three systems have Adaware 6se, Norton Antivirus Corp 9 and Spybot. They
also had been scanned with the HouseCall on Trendmicro website. Please
assist. I will be watching and responding to this post.
