NIC open after shutdown

Is the network connection in XP still "on" after the PC is shut down and thus potentially vulnerable 24/7? I'm on 3 PC network at home, and the 2 XP machines still show a green light, indicating that they are talking to the router via the NIC after the computers are shut down. The 3rd PC is a 98 machine, and when it shuts down, the network connection indication loses the green light.
 
The green light simply indicates the NIC is receiving power. The system is
shut down and all networking is dead.
