Newsletter in html

I want to create a newsletter that looks like the ones that Microsoft sends
out (http://www.microsoft.com/office/using/newsletter.asp). Not exactly the
same, but neat, clean, colorful, simple format, etc..... Can somebody
please give me some tips or is there a website that teaches how to create an
HTML file email? I know how to make HTML my default format, but what other
things should I know about?
