Choose whatever news reader you want to use. Outlook Express is handy since
it comes free with your operating system, but there are others.
If you do not know how to configure your news reader, post your specific
questions in a support forum for the news reader. Outlook is not in play
here. This is a group to support Outlook from the Office group of programs.
Outlook Express is a part of Internet Explorer and is a quite different
program despite its similar name..
You will probably get a faster and more expert answer if you post this to an
outlook express news group.
Try posting in one of these newsgroups:
microsoft.public.windows.inetexplorer.ie5.outlookexpress for OE 5.x
microsoft.public.windows.inetexplorer.ie55.outlookexpress for OE 5.5x
microsoft.public.windows.inetexplorer.ie6_outlookexpress for OE 6.x

There is no newsgroup feature in Outlook, only a link to Outlook Express.
To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, clear the "Always perform this check..." box and then click the No
button.

I am unsure how to use the Newsgroup feature with outlook 2003. Iwent to

and it suggested adding news under my go button but News is not listed in
the
