Newsgroups in Outlook 2003

How do I find the newsgroupseditor in Outlook 2003? I had it in the go menu,
after configuring it and placing it in the toolbar. But by mistake I deleted
it from the toolbar, and now it is not possible to place back in toolbar.
Any ideas?

But I don't want to use Outlook EXPRESS, only Outlook. The button is
not possible to place in my toolbar anyloner, and I wonder how I can
find it again.

Make sure Outlook Express is selected as your default newsreader in Control
Panel-> Internet Options-> tab Programs.

Outlook has always called OE for news reading. It is not a news reader.
