That's because you no longer have an account on a news sever that carries
them. This server does not.
Many ISPs have dropped news servers for a variety of reasons. Where I am,
one of the key expressed reasons is that the ISPs don't want to run the
chance of being found liable for any illegal content stored on their
servers. Even if they technically win the case, headlines that say "Major
phone company implicated in kiddie porn distribution" are not the kind of
press these companies want. While there may be winning defence legally,
in terms of image, the only winning defence is to drop the service so it
doesn't happen in the first place
So if you want the service, you have to look elsewhere.
I used to get them on my old win xp in outlook express under newsgroups. I
cant remember if i had to create them or if they were there already.
OE has precisely zero newsgroups. It knows nothing of any news servers.
It can get a list of newsgroups from a server that you set up an account on.
You can choose from there.
The same applies to Windows Mail and Windows Live Mail, Thunderbird, Agent,
and other NNTP clients.

The short answer to "free and good" is no, and it's not the news group, it's
the news *server*.
Free servers tend to have limited content and major restrictions on posting.
Some do not permit posting at all.
You can get pretty good service for under US$6/month from a variety of news
providers. The more you want to download, the higher the price will be.
