newbie: "wsdl listing not available on this machine"

sorry, I am a complete newbie to C#. I have searced the net for clues about
this message:
"wsdl listing not available on this machine", without any luck.

OS: windows server 2003

I haven't got visual studio, but are using C# .net standard edition 2003.

I get the message when trying to add a web reference to a project.

IIS is installed and running.

Tips will be appreciated!
