Newbie administrator - HELP wanted - Network printing problem

Hi All - HELP wanted for a Newbie administrator - me!

Using XP Home, a limited rights user can't successfully print to a network
printer, though he can ping the printer. If I make the user temporarily an
Administrator, he can print OK. I know how to get at security and
permissions (by starting Home edition in safe mode and logging in as an
Administrator), but have no idea where to start looking for a place to fix
the permissions or whatever that needs changing. I created another
temporary limited rights user, and he can't print either. Help PLEASE!!!!

Norton Antivirus installed?

In the Control Panel, click on Printers & Faxes. Right click on the Printer
and select Properties. Click on the Advanced tab. In the middle section
change the default from Use Print Spooler to Print Direct to Printer.

I have a question. My sis and i use the same computer. I'm the
Administrator, and i would want to create a sepparate account for her, so
she could use all the programs, manage all the files, but not install
anything.
I've tried to create a Limited account, but that didn't work, she couldn't
even delet a normal (for example .jpg) file.
Any advice? I've tried to find a decent tutorial on the net, but all i could
find was "how to change the account owner picture" - well, i kinnda knew
that already.....
