New windows open with just the title bar showing

When I click open in a new window or when some popups
start up they open in a very small window. (no window
showing, just the title bar) Where do i fix this.

The title bar is normally a small window.
Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.
