"new window" Links fail to open

I'm using mozilla becaues ie will not link to many windows.

A link that opens in existing window will open.
A link to a new window or even this chat page fails to open.
Links in email fail to open too!

Facts:
New computer that has not been registered w/ MS because
the product ID is screwed up, (Cyberpower not responding 28
days to go),Many "windows updates" won't load, Tweekul
loaded but removed thinking that may be the problem.

Ideas???
