New PC WIN XP - have lost access to Win Explorer, Control Panel, Media centre etc

Just set up a brand new pc networked to my old one and a laptop. Since
the network has been established I have suddenly lost access to
viewing folders, doing a system restore, opening control panel and now
I can't open up the media centre. The new pc is the master server and
because this is not working (not able to set file sharing permissions)
it's blocking access to the rest of the network. No new software
installed since then. Someone suggested it may have been down to
Norton 2007 Internet Security messing things up but I can't find any
trace of it (it came as a trial on the installation software for
Belkin network system).

If anyone can help - because my PC suppliers won't answer their damn
customer services or tech helpline - please respond asap.

Log on under a different account. Does the problem persist?
