Does anybody else find it totally stupid that one cannot make the "New Mail
Desktop Alert" in Outlook 2003 stay on indefinitely until acknowledged?
 
No, not really. It wasn't intended to work like that. If you want to see new
mail alerts indefinitely, try creating a rule to display a specific message
in the New item alert window.
