New Install Problems: Missing file

I am installing XP Pro on a new drive, replacing one that
totaled. I can successfully get to the first reboot, and
then I get an error of a missing NTLDR. I have checked,
and the file (and NTDETECT.COM) is on the C drive, on the
floppy I have tried using for the first boot, and on the
CD. Still, the system won't see it for the boot. (If I
boot directly from the CD for the first boot, it won't
see it then either. Booting from a floppy works fine.)
 
1. There is no floppy in the drive.

2. Windows repair suggests that there is a windows to
repair. I am trying to do a clean installation on a new
drive. The drive has been freshly partitioned and
formatted, and made a boot drive.

3. I have tried everything I have found on a variety of
sites, including Microsoft, and get the same error every
time.

The only way to boot this machine is on a floppy. Any
other way I try gets teh "no NTLDR" problem. I have
checked, and the files are on the C drive in their proper
place.
