New Install of XP HE

I recently built a computer and installed XP HE. After
install finishes it tells me to hit the F8 key to accept
the terms of the software. When I hit F8, it just hangs
and I can't finish installing the program.

How did you originally make your partitions and format the drive? Did
you do it with XP or with something else, like Partition Magic?

Sounds like a hardware incompatibility problem. Remove all
unnecessary hardware from the machine before installing XP. Just
leave the memory, hard drive, and video card. Once XP has installed
successfully you can add in the sound card, network card, etc, one at
a time. Also be sure you have the latest BIOS update and drivers for
your motherboard.
