New flat screen monitor

I'm trying to switch to a new flat screen monitor for my computer. I have
downloaded the driver and installed it; however, I cannot get the system to
recognize the new hardware when I plug it in. The correct driver shows up
in the Control Panel-monitor, but does not work, even when power down and up
again. Is this an XP issue?
 
Did you plug in the monitor's power supply?

Yes, The screen on the new monitor says "Check video cable connection with
the PC". The video cable is plugged in just fine, but no connection to the
computer established.
 
Double check the cable connection at the video card port.
Disconnect, then reconnect the adapter going to your video
card. Make sure you installed it correctly.
