New Device found on bootup.

I have a recurring problem in Windows XP Pro. When I boot up I receive a
message that states that a new device has been installed and that I need to
rebbot.

If I reboot the pc hangs up on the installing computer setting page.

Another facet of this is that the drive letters that I have assigned to
various devices are now grayed out in Disk Management. I cannot change them
anymore.

If you are given the option to NOT reboot, do that, then..

Right-click My Computer, select "Manage" in the context menu, select
"Device Manager" in the Management dialog (left pane).

Look at the right pane and see if there's a device with a yellow
warning icon or red error icon. This indicates where the problem is.

You can expand (click [+]) the device header, right-click the device,
select "Properties" to see more info & use [Troubleshoot].

From there you can decide what needs to be done (hardware going bad,
driver problem, etc.).
