New Dell Laptop won't connect to Domain

I have a new Dell Inspiron 1100 that will not connect/join my domain, I have
enabled DHCP and am getting all of the configured options from the DHCP
server which in this case is also the DC on a SB 2003 server. After running
ipconfig and release and renewing, I am getting all necessary values for
Domain and Internet connectivity but am unable to join the domain or access
the Internet. I suspect a faulty NIC. I was able to set up and join the
domain with another identical laptop configured identically. I have tried
statically configuring the PC, I have manually added to name to the Domain
and have deleted it and renamed it. I keep getting the message "unable to
contact a domain controller". I have checked and the proper DNS SRV records
are configured. I am somewhat baffled. I know the computer/nic should be
able to connect if it is able to get an IP address and scope values from the
DHCP server, and I was able to successfully connect and join the domain with
two identical laptops, I have excess licenses and joined the second laptop
after the problematic one. No group policy settings in place yet, new
network - all defaults. Any suggestions?
