New CPU & Motherboard prob

I just bought a new cpu and motherboard (Athlon XP3600 &
ASRock K7V88) and and I've noticed an oddity with the CPU.
I checked in the bios and it's running at 1100mhz, should
be I believe 2200mhz. I swopped it out with my origional
XP2600, which comes up as running 1250mhz (should be
2080mhz).
I've also noticed that the +12v line is running at
about 10.6v - 10.8v. Could this be the prob, the PSU is a
Q-TEC AT350.

You may need to check the wattage (350 watts) of your ATX power supply
veruss the total wattage of the various devices (motherbaord, CPU, CD-ROM
hard drives) that you are running. 10.6 volts for a 12 volt line is LOW.

This could be a problem of loading (too many devices attached for size of
power supply) OR could be a sign of a component failure (or eminent failure
with the power supply)

Most newer CPU deisgns step down their voltage from the 12 volt bus.
