I just changed computer and reactivated windows mail. Because I thought this
is a web based program, I did not think it would be a problem to get my
filed emails and folders.

Is this possible and how do I do this??

I don't know. Not enough information from you to even guess.
 
By default, a POP email account will delete emails from the server
after they have been downloaded. So, if you want to keep them
on the server, that requires changing a setting.
The ones already downloaded are gone, unless they are still on
your old computer or you saved a backup on external media.
 
If I am understanding, you have a new computer. If the old computer is still
running, you can export the mail to a disk or memory stick, etc.
(file+export) and choose how you want to save it. You can then import it to
the new computer. If the old computer is crashed or reformatted, I'm afraid
your mail is gone.
