New clean install of XP

Yesterday I added a new hard drive so I could install XP. I did a clean install, and left the old hard drive with Windows 98. I am having two problems with XP. I can use device manager and it shows a healthy disk, but no drive letter (for the old drive), and so I cannot get to it. Also, the modem cannot find a dial tone. I used Windows 98 to boot, and so I know that all the hardware is working. I used the modem diagnostics in XP to query the modem, and it would not respond.

Any ideas?

You left the old hd connected on installing xp ? You should physically disconnect
it during the installation,some files/folders might not get installed.For the connection,
open control-panel,internet connections,L.click the icon,file,properties.See what it shows,
you might have wrong settings,also open internet options,connections,edit as needed.
 
I will check this when I have a chance to reboot, but it does not seem to be what I need. The modem does not even respond. The settings would be needed if it did not establish a connection. When I boot Windows 98, I can get on-line, so the hardware is working.
