new account in out look

i want to make a account to use the out look . how i can make this. and can i
use this out look mail feature in a dial up connection. and also breif me
about pop3 and smpt. thanks.
 
Before creating an account in OL you need an email account with your isp.
Then see your isp help for the settings required.
