Followed Wallace Fu's instruction to create a new admin account and see if
my dialup connection reverted to "dial whenever a network connection is not
present " from Never dial and the new account did not have the issue. So
obviously the workaround would be to delete my account ( which is an admin
account ) and recreate it anew. Truth be told it would be easier to just
create the dialup account if and when I need it which is rarely, 30 seconds
as opposed to getting everything set the way I like. But it's good to have a
workaround to use if it actually happens to an end user.
I want to try the clean boot startup but I had to reboot after a bit and
logged back into my own account out of habit and the dialup kept popping up
so I removed it. Back home this evening I readded it and don't you know the
danged thing wouldn't revert to the previous behavior. If I can get it to
misbehave again I will do the clean boot that Wallace suggested. Thanks Bob
Qin and Wallace for your help and your patience, I do desktop support all
day and don't really want to do it when I am off, hence the drawn out
troubleshooting
