I have been trying to network my Desktop and Laptop through a belkin F5d7230
router. I can now get online using both P.C.s but I am unable to get them to
talk to each other. I have tried the Network Wizard numerous times without
success. Any help would be much appreciated.

What connection method did you specify when the Network Setup Wizard
asked how the computer connects to the Internet? For a network with a
router, the right one is "through a residential gateway". Other ones
can block file sharing.

Make sure that any firewall programs are configured to allow access by
other computers on the local area network.

I chose the option you mention but think the problem may be with Norton
Firewall. I will try to disable this but use Windows Firewall which I have
checked to make sure file sharing is enabled

Running more than one firewall at the same time can cause network
problems. Make sure that Windows Firewall is turned off when Norton
Firewall is turned on.

Does file sharing work if you start the computers in "Safe mode with
networking"? If so, it's very likely that a firewall is causing the
problem in normal mode.
