Network Setup Wizard won't work.

I'm trying to help my brother set up his network, (We live
in different states.) I told him to click the "Network
Setup Wizard" and nothing happens. I sent him
the "Netsetup" file and it does the same thing. He's
signed in as Administrator. What could he have stopping it
from running?
 
Sometimes specific network interface card drivers will lock out this feature, this is especially true of Wireless NICs, this is because they often budle their own network wizard or have specific and "delicate" configurations
 
I don't think that's the problem. He has a Dell with the
Intel Pro NIC. My wife has a Dell with the card and no
problems with hers.

Usually this happens when your Network Connections folder is emtpy, try
fixing that first...

First make sure that your Network Connections Service and Remote Access
Connection Manager services are running. If they are then compare the LAN
connections in the connections folder with the Network Adapter drivers in
device manager. If there is a Network Adapter driver that doesn't have a
corresponding connection in the connections folder then try reinstalling it.
