Network Setup Wizard disk

Is it possible to make a Network Setup Wizard disk on a cd
rather than on a floppy? It does not recognize my cd-
writer drive,D, and keeps stating to put a blank disc in
Drive E, which on my pc is a memory-stick slot/drive. So
the pc manufacturer said that maybe it says Drive E
because that is a removable storage drive, and the only
other one, since the pc-laptop-doesn't have a floppy drive
but Windows figures Drive E must be a floppy drive. If I
have to make it on a floppy, then my desktop with Windows
ME will have to be the host computer, even though my
laptop has Windows XP. And I already tried the other
option, to run the Windows Network Setup from the Windows
XP in the desktop pc, supposedly transferring files to the
XP cd, then running it on my laptop, transferring to it--
that didn't work. I'd like some advice to resolve this so
I can access files back and forth, and also my printer.

The Network Setup Wizard is in this file, which you can copy to
another medium (floppy, CD, memory stick, etc) or send by E-mail and
run on another computer:

C:\Windows\System32\Netsetup.exe

What is the difference between Running the Network Setup Wizard using XP or
using the CD-ROM?
