Network printer

We are in a mixed AD Domain. The printers are shared on a
Windows 2000 Advanced Server. When I try to connect to a
shared printer through the URL to a new printer, I receive
the error "You do not have enough privilage to complete
the printer installation on the local machine." I was
able to without error but now can not. Could a patch have
caused this change in behavior?

problem you have, It may give some clues

SYMPTOMS
After you install Windows 2000 Service Pack 2 (SP2), users without
administrator permissions may receive the following error message when they
try to print:

You do not have permission to use the selected printer. If you need access,
contact your network administrator.
CAUSE
A fix to Unidrvui.dll requires that a printer definition file (*.GPD) be
recompiled to a .bud cache file one time. If a user does not have
permission to write this file, the operation does not succeed.
RESOLUTION
Service Pack Information
To resolve this problem, obtain the latest service pack for Microsoft
Windows 2000. For additional information, click the following article

Hotfix Information
A supported fix is now available from Microsoft, but it is only intended to
correct the problem that is described in this article. Apply it only to
computers that are experiencing this specific problem. This fix may receive

problem, Microsoft recommends that you wait for the next Windows 2000
service pack that contains this fix.

WORKAROUND
To work around this problem, use either of the following methods:
Have a user with administrator permissions use the printer once. Viewing
the printer's properties is sufficient.
Give the user Write permissions for the following folder:
%Windir%\System32\Spool\Drivers\W32x86\3

Run a script with admin rights that views the printer properties:
rundll32 printui.dll,PrintUIEntry /p /n\\machine\printer

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products
that are listed at the beginning of this article. This problem was first
corrected in Microsoft Windows 2000 Service Pack 4.

Is the domain user account that you are using to add the networked printer
at least a member of the local Power Users group? Remember, you need to be
at least a member of the Power Users group on the local machine to be able
to add printers ( in a default setup ).

There may be other reasons as well. I assume that you have set up the
security on the shared printer so that this is not an issue...

It is not a memeber of the Power Userers group but should
have access to add printers. I am able to add printers if
the driver is built in to XP for example:HP Laserjet 4.
Where I see the issue is if I try to add a new printer
driver for example HP Laserjet 4600dn.
