network printer not working

I work in an office that has about 15 work stations. My problem is there are
a couple of PC's that will not print to a printer on the network. I thought
the problem might be a conflict between XP and 98, because the printer is
physically attached to a PC that is running 98, however another workgroup
computer is running xp as well and works flawlessly with the printer. The
problem PC "sees" the printer when i browse the network, but it will not
connect to it or let me add it. When i try and manually enter a IP and port
for the printer, it says port name not valid etc. Ive tried all the basics
and nothing seems to work. Any insight would be appreciated.

I'd look for LSP / Winsock corruption.

Do i run those things on the problem PC or the PC that is physically attached
to the printer?

You have an office with about 15 computers, and just a couple that won't print.
And there are other computers like the problem ones, that will print. So run
those things on the computers that won't print.
 
I read a bit about the tools you linked me too and that doesn't seem like it
is the problem. The main computer that is having the problems doesn't have
access to the world wide web. So there is no way that it could have gotten a
virus or anything malicious. (i also started with a clean install of XP) If
it helps, when i browse the network i can see the workstation and the printer
attached to it. When i double click (or try and "add printer") it says,
"windows cannot connect to the printer. Operation could not be completed" Ive
been dealing with this for a couple months now and im about ready to break
down and just buy a new printer.

Maybe the problem is the printer. If you can buy a new printer, and bury it
somewhere if that doesn't fix the problem, then do that. But you asked for help
here, and I'm trying to help you diagnose the problem.
