I have two computers in the upstairs bedroom running Windows XP Pro. Both
workstations have onboard NIC Cards. I have one wireless USB device that
can be used to connect one of the workstations to the wireless router
downstairs.

Is there anyway I can get both of them to have internet access by having one
machine connect to the router using the wireless USB device and connecting
the two workstations via the onboard NIC cards?

Yes. One possibility is to create a network bridge on the computer
that has the wired and wireless connections. I've written a web page
with details:

XP ICS - Network Bridge

It can be tricky getting a network bridge to work. If it doesn't
work, delete the network bridge, enable Internet Connection Sharing on
the wireless connection, and have it use the wired connection for the
home network.
