Network connections - calling card dialing steps

Even though I created specific "calling card dialing steps" for "Long
Distance" dialing, the command to wait 6 seconds after dialing the access
number is ignored and it continues to dial the "account number". Basically,
it is ignoring the dialing rules. Any ideas would be appreciated.
