Network Connection Problems.. any ideas?

Hello. I recently got a nasty virus that didn't want to be cleaned out. So
figuring it was about time to reformat anyways, i decided to do just that. I
reinstalled Windows xp everything seemed to run smoothly, no error
notifications or anything like that. (I completely reformated drive) When i
logged on, i was unable to connect to internet. Im connected directly to
modem, no routers or anything, i went and checked status. I had a valid IP
adress, even called my ISP, and they said that my computer was showing up on
their network. I thought well maybe there are some hardware issues (note:
log on has about a 30-60 second delay before taskbar items show up, or i am
able to use start menu). So i gave it another whirl. I reset my bios, via
jumpers, so everything was at default settings, unhooked all my peripherals
only thing i left connected was formatted HD and cdrom drive. No go. Still
unable to get any sort of connection. I am apperantly able to send packets,
but cannot recieve them. I was wondering if anybody could help me out.
Thinking about getting a new MB and HD's, but wanted to get some suggestions
before making the purchases.

oh yeah, forgot to mention. I have pci ethernet card and onboard ethernet, i
tired both with same results, so i assume that the nics are functional.

Make sure that your DNS is OK first.

And describe, completely and precisely, what results you get from each test.
 
I will test as soon as i get home from work. Thx for the post though, that
website is a great knowlege base even if i do not correct the error, it is a
good reference site. thanks for helping.
