How can I change which network adapter windows uses first
when trying to communicate over TCP/IP?

You can change the binding order by going to the properties of My Network
Places (Network Connections) and selecting Advanced and then Advanced
Settings from the menu bar. You should see your connections listed there
and move them up or down depending on which one you want to make the primary
interface.
