I want to use NetMeeting on a LAN but don't want to
connect out to the Internet. How can I set NetMeeting up
and have everyone log into a local Server??

Block the appropriate inbound and outbound ports at the firewall.

You'll also have to build yourself a NM server.

Generally if you are running a Win2000 server already (an ILS server is
included with Win2000) the best strategy is to examine the help file on the
server using "ils server" as the search key -- it will provide information
on installation and configuration.
