NetMeeting - Doesn't Allow Sharing

I am able to start netmtg and I can join a netmtg hosted by someone else. I
can even host a meeting, but I can't share documents. Can anyone suggest how
i can fix this problem?
 
Perhaps a Group Policy setting is in place to prevent
the sending of files during a NetMeeting session.
