Net Send Messenger Problem

Hi to all,
I am using Windows 2000 Server. The incoming messages
can't come through using net send command to my system.
How can i solve this problem?

My system configuration:
Windows 2000 Server with Servicepack4.

First check that the Messenger service is running (enter
'net start' to see a list of running services).
