NET-BroadcastEventWindow

I am using WinXP SP2. Of late, upon shutdown I receive a message that
Net-BroadcastEventWindow is closing.
This is only a nuisance since it delays shutdown by only a few seconds. I
was just wondering if anyone knows the app
which causes this and how to eliminate this annoyance.
